Micheal Porter mentioned some industrial clusters developpe rapid,
however another could decline slowly, this phenomenon occur in similar
geographical areas. To avoid the decline of industry clusters,
the key point is the innovation process of the regional network
organizations, the interactive flow of information and the new techniques,
such as the interactions between companies and regional organizations or
research institutions. The innovative performance of companies must be
achieved with the external interaction.

Porter 曾提到，當一些區域的產業集群快速而穩定發展的同時，另一個區域產業集群
的發展就會開始放緩，甚至出現衰敗現象，而這樣的現象很有可能發生在地理相近區域，
要避免產業群聚的衰敗，關鍵在於區域網絡組織、新技術及資訊流通與創新互動過程，
如同企業與地區組織機構或跨區域的行動者鑲嵌，廠商的創新績效必須要與外部互動才
得以實現
