公務員考績吃丙,成為資遣或退休的觀察名單。
銓敘部昨完成影響三十三萬餘公務員權益的考績法修法,除新增優等上限五%,甲等及優
等總量管制則為六十五%,較過去甲等七十五%降低十個百分點;至於最具爭議的公務員
丙等比率則訂為三%,每三年檢討一次,三次拿丙的公務員就得走人。預料丙等設固定比
率的話題,將在考試院及立法院展開攻防角力。

消息傳出後,公務員及民眾反應兩極,公務人員協會強烈反對丙等設比率,但受訪民眾則
多認為「不設比率,等於是玩假的」,認真的公務員根本不必擔心。
淡江大學公共行政系主任黃一峰則認為,考試院雖積極改革,但仍過度保護公務員,公務
員甲等以上比率仍太高,世界各國甲等及優等總量多不超過五十%。至於丙等的檢討時間
,則不一定要設限三年,可以更有彈性,且應要求主管落實平時考核,對考列丙等者負舉
證責任,制度則應慎防政治因素介入,造成制度殺人。
學者批優甲等65%仍太高
中華民國全國公務人員協會強調,反對丙等設固定比率,應以覈實考評為主,幾個符合丙
等條件就打幾個,不該硬逼著主管打丙,理事長陳川青表示:「這將破壞文官工作氣氛,
為公務員帶來恐懼!」
考試院長關中強調,考績法修法應革除過去甲等比率高達七十五%,丙等每年約僅○.二
%,丁等每年甚至只有四.三人的偏頗現象,要讓考績成為績效管理的一部分,不同官等
、主管與非主管則要分開打考績,避免大官吃小官。
為革除過去考績不公的弊端,銓敘部的規劃還包括,將拉大甲等及乙等的獎勵差距,過去
只要考績兩年甲等,或三年中有一甲、二乙就能升等,未來將改為兩年甲等才能取得升等
資格。
增設防整肅條款落實考核
主管們還必須進行每年兩次的考績面談,與員工充分溝通,包括團體績效都將納入參考,
做為機關全體成員甲等及丙等比率調整的依據。
為防止機關主管藉考績惡整部屬,銓敘部並於草案中也訂有「防整肅」條款,如果部屬對
考績不服且申訴救濟成功,主管相對也可能面臨被究責,藉以督促主管能落實客觀公正的
評分。
面對公務員團體反彈,銓敘部強調,公務員三次丙就要走人,較一般民間企業拿丙就得離
職寬鬆許多,第一次吃丙,給予輔導,第二次吃丙降一級改敘並輔導改善,第三次再吃丙
,則安排資遣或命令退休
