報稅 1099表？ - 美國

各位好，cchris前輩好，

我目前已經回台了，向HSBC與Citi寄出W8-BEN，
HSBC很阿沙力的接受我的W8-BEN了，
Citi卻拒絕，
原因是「W8-BEN form not notarized」。

我於是寫信問 notarization 細節，以下是對方的回覆，但我英文不好看不懂，
怕再問也是一頭霧水，故先來請教一下有經驗的前輩。

以下是對方的回覆：

I appreciate you trusting Citibank with your finances and I would be
delighted to assist you with your inquiry regarding having your W-8BEN
form notarized.

I understand that this is difficult being that you are overseas.
Signature Verifications are required on your form. Notary alternatives
for our overseas clients are proof of signature verification from in
country consulate general or embassy office; or another bank where the
you have an account, on the form or request.

我的問題：

1. Notary alternatives 是不是指：
因我無法找到美國的公證人為我見證簽名，
所以銀行允許我找美國駐台領事館/大使館或某其他銀行為我做簽名驗證？

但台美無邦交，應該沒有大使館這種東西？
所以是指美國在台協會嗎？

2. 「on the form or request」是什麼意思？
我想了解這個 another bank 的條件，
因為跑大使館那種官方機構聽起來很麻煩。
