各位板友、路人、覺得公務員都是米蟲的人、
記者、委員助理....不管是誰,你們好:
因為怕被「追殺」,為了最近的這件事我申請了另一個ID,
想要跟大家分享一下我的心情。
最近考績出來沒多久,我被考乙,
因為當兵的緣故我前後有兩次另考,包括這次也有兩次全考,
四次分別是:甲、甲、甲、乙,
兩次另考我在前後兩個不同長官手下都還是拿甲,
去年的這一年我比過去三次都更辛苦、更努力,
我身在秘書單位,兼辦對外溝通事務,
去年的最後一季我們上面的長官大大小小都換過了一輪,
為了交接再交接已經忙翻天,
又因為兼辦不同的工作,上面可以直接指揮我的長官還一堆,
身為承辦人,除了單位內的工作,
我在人手不足的情況下還協助把長年以來未通過的法案推過,
年底前我還被升為專員,但我得到乙,也沒被事先告知,這是為什麼?
是因為輪流?還是升遷?為何我活該倒楣要接受這樣的潛規則?
如果有這些潛規則,機關在面試的時候有提示告知嗎?
我現在能幹嘛,真的申訴到保訓會嗎?保訓會申訴駁回的比例很低嗎?
長官不喜歡我嗎?首長上台以後多次公開場合稱讚我、感謝我的協助,
就連前幾天考績出來以後還找機會跟我說抱歉,
同事不喜歡我嗎?部門同事喜歡我遠甚於新來的小主管,
但我從不說主管同事背後話,也常幫同事解決各種疑難,
內部評比裡,正副首長對我所執行的對外工作的全年滿意度打超過80分,
我們甚至有辦幕僚單位滿意度調查,我執行的業務也是本單位最高......
我想知道的是,為了鼓勵各單位競爭,平常長官總說這些是年終考績的重要參考,
那除了這些,他們到底是用什麼標準在作評比?
真的是我工作績效不好嗎?那請問升我而不升別人,是什麼原因?
首長常稱讚我甚於別人,只是比較喜歡對我講場面話嗎?
因為輪流或是升遷的緣故,我就必須接受乙嗎?
升遷的薪水加不到1000元,但一個考乙讓我損失至少24個月的升遷薪水,
兩者之間真的可以互相取代嗎?
而未來法規修成「三丙退場」後,我是否也要繼續面對努力工作整年卻輪到丙的窘境?
這種工作場合,這樣的文化,真的有任何「激勵」可言嗎?真的沒在懲罰認真的人嗎?
這樣的陋習,法規修得掉嗎?修不掉還硬要找人開刀,這樣的決策負責任嗎?
考績的事情加上最近修法的走向,讓我真的很灰心,
本來只想要調道別的單位就算了,但因為這些制度背後的東西根本難以撼動,
現在我只想一走了之,已經正在請同學介紹別的工作了,薪水低也沒關係。
因為職系的關係可能我辭職也造福不了很多人,
但我只希望批評板上公務同仁的人要有同理心,
不要以為會上PTT的公務員是擺老耍混的那一群,事實上多數時候跟你想的相反,
我也希望大家繼續努力,不好意思我先放棄,
但是我寧願去拿低薪,也不想再受到逐層核定的考績羞辱,
這次我只想要fire掉沒資格打我考績的長官們,讓他們知道無論是輪流或升遷,
都有他們不應該考乙的人;就算時間短暫,但我要還是讓他們慌忙無措,並且後悔。
至於考試院的高官和用民調唱和的媒體,
隨便你們說啊,規則就你們去訂,老子不玩了總行吧,
業務找不到適合的人推,損失的又不是我,
反正我對用公職改變社會的無知夢想已經因為你們的一臂之力完全破滅了。
