Concerning the project investment, in addition to decision-makers exercising
authority over and holding the line of the project as well as the merit of
itself, what supports the investment hemorrhaging red ink keeping in
operation and what determines whether the investment project in the red could
be maintained or not are their institution, which monetary resources come
from or core value is fastened with (e.g., a highly institutionalized
corporation with the difficulty to change its direction). The company's
economic and technical side bets (e.g., establishing
new plants or expanding existing facilities and acquiring assets, increase
R&D expenditure, etc.) are driven from the project implementation over its
lifespan and its political supports come from those responsible for
initiation of the project, an array of parties who come to be aligned with
the course of action, and its sponsors, so that it ending up in revision
rather than radical change or withdrawal leads to be stuck in the fallacy
deeper.
