吳泰成:試辦1%丙等都難

考試院銓敘部提出的考績法修正草案,設定丙等3%下限引發反彈,行政院人事行政局局長
吳泰成上午在立法院備詢時表示,他認為「條件制」會比「百分比制」更有效,人事行政
局不知銓敘部如何訂出3%比率。劣質公務人員並未達到3%,但現行考績法丁等淘汰的人數
太少,主管考績甲等比率也明顯偏高。
立法院司法與法制委員會上午進行人事行政局、研考會業務報告,朝野立委關注焦點仍集
中在考績法修正草案。
吳泰成在答覆立委涂醒哲質詢時表示,考績法是提升效能工具,丙等3%則是處理方法之一
。丙等是否用比率制或條件制或因素評分法,日前行政院挑選機關試辦情形顯示,條件訂
得更清楚,機關執行會更有效,但沒人達到一定標準,為何要有一定的百分比。
他說,考績有很多方式,丙等標準比比率有意義多了,各機關容易執行,加百分比對各機
關是有壓力,但公平性就有問題。公務員表現不好,長官也該檢討,是否好好督導,這些
都要思考改進。贊成改革,但改革的方法要有效。
吳泰成說,行政院去年度挑選八個機關試辦,僅要求1%丙等比率,便有三個機關放棄試辦
,五個完成試辦的機關中,也有一個達不到1%的要求,僅四個機關順利達成。人事行政局
將試辦結果提供給銓敘部,參與銓敘部會議時也有提供建議,但3%比率是銓敘部內部討論
結果,人事行政局不了解。
吳泰成說,多數公務人員表現有目共睹,值得肯定,但是確實有少部分表現不佳。立委追
問,劣質公務員比率是否達到3%?吳泰成直言沒有。但吳泰成在答覆蔣乃辛質詢時也指出
,他認為現行考績問題在於丁等人數太少,有些人不適合當公務員,但機關或首長鄉愿,
沒有完全執行,他也批評十職等甲等比率絕對偏高。
