公私部門的長官的主要工作便是管人,
但管人的過程一定會得罪人,也就是說長官一定會是扮黑臉的那個人。
小弟納悶,為何「管人」如此需要明察秋毫、個案判斷的重要工作,
可以直接由立法來完成?
那警察開罰單為避免被人詬病偷懶,固定每個月開 X 張罰單
稅捐人員退稅的審查 也固定有X%稅單一定要查欠稅
地政登記應備文件的審查第一次不通過率也固定X%才行
法官量刑也來固定X%法定刑....etc.
以上所有需要「判斷」工作皆會因為固定%數,而變得相當好做。
如果固定3%丙等,那麼管人這個工作也將變得很輕鬆。
不妨要求固定3%丙等,仍要依法寫出理由(不得只寫因為法律規定而打丙等),
各位看倌,相信這樣保證可從上到下提升公務員整體的效率。
