一份考績公文的完成,必須有經過下列的程序
step1.主管評擬(就是打草稿)
--->step2
step2.考績委員會初核(開會討論 照草稿這樣辦可以嗎)--得到[初核]
--通過-->step3
--不過-->??上文沒說 要如何處理 一般是退回step1
step3機關長官核定 (這次是核定[初核]的結果)
--通過-->step4
--不過-->step6
step4.主管機關或授權之所屬機關核定
-->step5
step5.銓敘部銓敘審定
-->完(發獎金)
step6考績委員會復議--得到[覆議]
-->step7
step7.機關長官核定 (這次是核定[復議]的結果)
--通過-->step4-->step5--完(發獎金)

五、98年1月9日市府觀傳局召開考績會,林千文表現優異(有局務會議記錄為證),考列
甲等。
六、98年1月10日,黃如妙向人事主任宣稱林千文自願考乙,並抽換考績會紀錄,
將張曉菁(事病假10天多,原考乙)與林千文考績互調。
七、98年1月16日,觀傳局人事主任薛妙詣以97年度考績審議完竣、經首長核定在案,
要求會計、出納發款,於1月21日傍晚發出。
八、98年1月21日,林千文向政風處檢舉黃如妙、薛妙詣竄改公文書。22日,觀傳局召開
會議追認薛黃兩人竄改公文書。
九、98年2月初,政風處宣稱此為考績事件,不宜介入扣押相關公文,改由市府人事處調
查。
惟市府人事處曾文秀專員為陞官,故意將1月21日發款日誤植為28日,以模糊22日的追認
會議疑義。
十、98年2月初,前觀傳局羊曉東局長得知政風不扣押公文,且為掩飾薛黃兩人偷改公文
,於是將原核定通過的
考績會簽呈調出,加註"復議"。據羊曉東所言,人事主任薛妙詣稱此為"補程序"。

前觀傳局長羊曉東局長有權作最後考績的決定
但是[程序上]必須先退回考績委員會復議後
對復議的結果不同意[才能"得加註理由後變更之"]
如果沒有先退回考績委員會復議
而直接 [加註理由後變更之]那就是違反程序

而答案是[就是有差別]
就現行制度上 考績在[機關中]屬於三審制
一審:主管評擬
二審:考績委員會核定
三審:機關長官核定
如果機關長官對考績委員會的核定結果有意見
沒先退回讓考績委員會覆議而直接加註理由後變更之
此一行為如果形成[合法案例](PS1)
那以後所有主管評擬之後,直接交付機關長官核定就好
考績委員會將形同虛設
這對整個體系將產生重大的影響,絕非這次事件可以比擬...
