問：在進行重新建設之前，是否政府有像美國一樣，舉行公聽會，來汲取民眾、學者的意

見呢？或者是政府一意孤行，直接拆除？？


My question is: before the destruction and reconstrustion, did the

goverment held any seminar to discuss this issue with its citizens and

scholars? Or the goverment just tore dwon everything, without the

paticipation of its people?
