Over many years, economic co-operation or integration was a non-topic
in East and Southeast Asia. It was even anathema. Most of the countries
performed extraordinary well in a non-cooperative case, that is each economy
was doing what was best for itself given the actions of others.
Co-operative solutions envisaged in other parts of the world
(Europe, Latin America, Africa), could easily be dismissed as stagnating,
non-performing, protectionist and inefficient, and the essential difference
between integration and co-operation remained obscure in many circles.
