請問"招商"的英文 - 翻譯

最近在幫朋友翻譯論文，其中有一段是這樣的：

「(前文略)...創造商場規劃、設計、招商及經營管理。」

這裡的招商，我用merchants洽當嗎?

上網查到的我都覺得不適合~

比如：Trade Attraction

searching for business opportunity

trade promotion

後來只好參考招商銀行的英文=.=+
