請教一句話 - 翻譯

這個問題有點淺，可是我實在不能確定意思，煩請高手幫我解惑。
這句是在師大譯研所考古題看到的

Whereas men are fools.

我不能確定這句的中文意思，而且不是應該逗號後再接一句嗎
這句子我有種沒寫完的錯覺。
我自己的猜測是

總而言之男人都是愚昧的
或是
說來說去，男人就是傻子。

對於whereas的句首用法，我實在不熟悉，麻煩各位了。

這裡的men不是只有男人,通常proverb裡面說men都是指一

這個字表示相對,譬如下面這個有名的諺語
